How do you catalize people into making a move for themselves to higher levels of conciousness? You do it from two fronts... One appealing to there positive nature and one appealing to there negative nature.
Positive way = allow the truthfull information to circulate
Negetive way = wage a huge campaign againt higher conciousness and surpress them. Then you will see the massive revolt, empowerment and evolutionary push to higher conciousness.
